The second check reports that an instance group is not created even if it is, unless the LB works. The LB starts working after an unspecified amount of time. I realize it's a gcp thing, but alas, it isn't the case in the previous lab for some reason. At any rate—this, coupled with unhelpful error messages during checking makes for a very annoying lab.
