working http load balancer but Check My Progress is saying I still need to create the MIG

The startup script part is confusing, and it is not clear whether I should create a startup.sh file or just send inline startup script when creating the template. When checking status in Task 2, the error message is not useful. The error message states that I need to create 2 web servers using instance group when 2 web servers are already created and running after creating the instance group. There is no way I could fix anything when the expectation is not clear.

i successfully went through all of the instructions and i can get to the website using the LB external ip but i could not successfully "check progress" for the load balancer portion. Also when applying the startup script, it did not run on the vms.
