The following statement is misleading: "These commands create an autoscaler on the managed instance groups that automatically adds instances when utilization is above 60% utilization, and removes instances when the load balancer is below 60% utilization." It sounds like once the instance was deleted and the utilization reached 60%, new instance will be created again.
