Error occurred when copying the code for the Dockerfile b/c it required an updated version of Python (3.8 instead of 3.7)

the lab needs to be updated, the docker file makes reference to a requirements.txt file, but now that file is listed ad requirements-test.txt. Someone with not much experience might not know how to fix the issue. also when first time deployed . I also had to the the upgrade for pip to work.
