Despite completing the steps mentioned the score remains 10/20 which means I did not complete the second task I have tried 3 times and wasted 24 credits and still no luck

I created ELB following the instructions but I didn't get the full score

Scoring problem. Repeated lab and get to 10/20. Create and test ELB but won't go to 20/20. If I stop an EC2 instance score drops to 0/20 and back up after started again. ELB state seems to be ignored so can't complete lab. Disappointing.
