The instructions seem to need to be updated as they may contain factually incorrect information. The instructions say you can create the Cloud SQL instance in any region however the later instructions specify the compute engine instance is in us-central1 "which is the same as the Cloud SQL instance". It also specifies to connect over a private IP the compute engine instance and the Cloud SQL instance must be in the same region and that seems to be incorrect
