There where a couple of problems with the lab. Adding metadata_startup_script replaces the instances and not an inline update as suggested by the lab. Performing tasks with the instances and storage modules installs the latest version of the provider and later when VPC module is added, the dependencies are not satisfied between module and provider versions. This results in redoing those completed components again.
