This usually happens when a custom resource (ex: custom staging bucket) or a user-managed VM Service account has been provided and the default/user-managed service account hasn't been granted enough permissions on the resource.     Receviced below errors when tried to create a Dataproc cluster on Compute Engine.     Not working, permission error when attempting to create cluster

    It will not create the Dataproc cluster due to provisioned service account not having correct permission. I had to use IAM to grant permission to the service account.
