Recover VMs with Google Backup and DR Service Reviews

Took me multiple times to complete Step 6 on different regions and zones. I kept getting the same error 1258 example below 1258: Cloud VM creation failed. CloudVM Error CLOUDAPI failed with unknown error. CLOUDAPI: Failed to create VM Location ZONE:us-east4-a violates constraint constraints/gcp.resourceLocations on the resource projects/qwiklabs-gcp-03-c5a1a55a41da/zones/us-east4-a/instances/lab-vm-project2.

VM restore to different project fails with error code 1258. Looks to be a resource constraint issue where the restore attempt is to a region that the principal does not have access to.
